The Federal Government approved mandatory examinations targeting high-ranking officials in the federal public service in 2023.
According to a circular signed by Dr. Marcus Ogunbiyi, the Permanent Secretary of the Management Career Service in the Office of the Head of Service of the Federation, it was explicitly mentioned that the Head of the Civil Service of the Federation had given the green light for the implementation and management of the Compulsory Confirmation/Promotion Examination for recently appointed Administrative Officers, Foreign Affairs Officers, Executive Officers, Police Officers, Para Military personnel, and other Professionals in the Federal Public Service.
This examination, which is administered by the Career Management Office of the Office of the Head of the Civil Service of the Federation, is a legal prerequisite for the career advancement of all personnel in the Public Service.
The examination has been scheduled to take place nationwide from Tuesday, September 19th to Friday, September 22nd, 2023. Suppose an officer fails to pass the test after three consecutive attempts. In that case, they will be required to resign or terminate their service in accordance with Public Service Rules 060203 and 060204 as outlined below: (i) 060203 – “An officer who fails the examination after three consecutive attempts will be obliged to resign or terminate their service.”
The Permanent Secretary/Head of Extra-Ministerial Office will ensure strict adherence and implementation of these rules. (i) 060204 – “An officer who fails to take the Confirmation Examination within three years of their initial appointment will be required to resign from service.”
The following categories of officers are eligible to participate in the examinations:
Administrative Officers/Professionals (such as Doctors, Engineers, Teachers, Nurses, etc.) are directly appointed into the Federal Public Service upon their first appointment.
Administrative Officers/Professionals (such as Doctors, Engineers, Teachers, Nurses, etc.) promoted from lower positions who still need to be confirmed.
Administrative Officers/Professionals transferred from other Scheduled Services who are below 40 years of age at the time of transfer and still need to meet the confirmation requirements.
All unconfirmed Professionals, including Doctors, Engineers, Architects, and Surveyors, are currently employed by the Government.

Registration for the examination will be conducted online through the COMPRO Portal at www.ohcsf.gov.ng, while the examination will be administered via a Computer Based Test (CBT).
The candidate’s Head of Department must endorse the printed slip generated from the portal. Slips must have the endorsement of the Director of Human Resources/Administration to be accepted during the accreditation process at the Examination Centre. The candidate’s application should include the uploaded letter of First Appointment as a supporting document when filling out the online Form.
